How to Convert Images to PDF

PDFToolShack’s JPG to PDF tool runs entirely in your browser using pdf-lib.js. Your images are never uploaded to any server — they’re read into memory, embedded into a PDF document locally, and the result downloads directly to your device.

Add as many images as you need — each becomes one page in the output PDF. Reorder them using the up/down arrows. Choose Auto page size to match the PDF page exactly to each image’s dimensions, or pick a standard size like A4 or US Letter with your choice of orientation. The Fit to page option scales the image to fill the page while preserving its aspect ratio; Fill page stretches it to cover the entire page.

Are my images uploaded to a server?
No. Everything runs in your browser. Your images are read into memory, embedded into the PDF locally, and the result downloads directly to your device. Nothing is ever transmitted to any server.
What image formats are supported?
JPG, PNG, WebP, GIF, and BMP. For best PDF quality, JPG and PNG are recommended. PNG is ideal for screenshots and graphics with sharp edges; JPG is better for photos.
Will the PDF look the same as the original image?
Yes — the image is embedded directly into the PDF without any additional compression or re-encoding. What you see in the image is what you get in the PDF, at the same resolution.
How many images can I convert at once?
There’s no hard limit since everything runs in your browser. For very large batches (50+ high-resolution images), processing may be slow depending on your device. For most everyday use there’s no practical limit.
What’s the difference between “Fit to page” and “Fill page”?
Fit to page scales the image so it fits entirely within the page boundaries — the full image is always visible but there may be white space on the sides or top/bottom. Fill page scales the image to cover the entire page — no white space, but the image may be cropped at the edges if its aspect ratio differs from the page.
Why is my converted PDF file large?
PDFs with embedded images can be large, especially with high-resolution photos. Use our Compress PDF tool after converting to reduce the file size. Alternatively, compress your images on ImageToolShack before converting.
